EU 261 Regulation is applicable in the following situations:
Your flight is covered everytime your departure point is a European airport, no matter who the operating air carrier is. For instance, a flight from Milan (Italy) to New York (USA) operated by Delta Airlines is covered.
Your flight is covered if your arrival point is a European airport, as long as the operating air carrier is European, no matter where you come from. For instance, a flight from Rio to Paris with Air France is covered.

If your flight is delayed and you have to wait more than 2 hours in the airport before departure you are entitled to:
Eat, drink and phone while waiting for departure at the expense of the airline.
Get the airline to pay for accommodation (if departure is the next day) and transport to your accommodation.
