In case of a cancelled flight, you have several rights under the EU Regulation 261/2004.
No matter why your flight is cancelled (adverse weather conditions, technical issues, strikes…) the airline must offer you to choose between a ticket refund or a re-routing flight.
TICKET REFUND (Article 8 Regulation 261/2004)
Regulation 261/2004 provides that airlines must refund your ticket no later than 7 days after the scheduled flight by bank transfer. You are entitled to a refund of both your outward and return flights if the return flight is cancelled and to a refund of your return flight if you have already flown your outward flight.
REROUTING (Article 8 Regulation 261/2004)
Several situations exist:
If your travel has not yet started: you are entitled to a rerouting flight, under comparable transport conditions, to your final destination at a later date of your choosing, subject to seat availability.
If your travel has started and your connecting flight is cancelled: you are entitled to a return flight to the first point of departure, at the earliest opportunity (example: you were supposed to go to Italy from Lyon and your connecting flight is cancelled: you can obtain to go back to Lyon if you no longer want to go to Italy).
The right to compensation between 250 and 600 euros
Regulation 261/2004 also provides that passengers are entitled to compensation in case of a cancelled flight, except if the cancellation was notified more than 14 days before departure.
If the cancellation was notified less than 14 days before departure, you may be entitled to compensation (in addition to a rebooking flight or a ticket refund).

The compensation offered may be reduced by 50% when passengers are offered a rerouting to their final destination on an alternative flight pursuant to Article 8 and the arrival time of which does not exceed the scheduled arrival time of the flight originally booked:
