Royal Air Maroc and EU261/2004: does it apply to compensation rights?

Morocco and its air carriers are bound by the European Regulation

Yes. Royal Air Maroc (RAM) is a Moroccan company subject to the EU Regulation.

Despite not being part of the European Union, Morocco through a number of bilateral agreements and treaties, has built strong relations with the EU. The relationship is evidenced by the fact that Morrocco was the first non-European country to sign the Open Skies Agreement (The Euro-Mediterranean Air Services Agreement - effective from 12 December 2006). This Agreement stipulates (Article 18) that Morocco shall act in accordance with EU261.
